The final declaration of the Fifth UNESCO World Conference "Adult Education; a key for the 21st century" (Hamburg 14-18 July 1997) has pledged the European Union member states to act in order to turn permanent education into a significant reality of the 21st century. At the conference the main aims and objectives of adult education were set, giving each adult the right to acquire reading and writing skills, in other words the ownership of basic knowledge and skills necessary in a modern society as well as the right to education and continuous development.

The O.M. 455 dated 29th July 1977 established the Permanent Territorial Centres for Adult Education and Training. At a later date the Directive 22, dated the 6th of February 2001, set the objective to facilitate the creation of formative activities which would involve the individual throughout his or her life: from middle school title to the acquisition of a initial professional/vocational training, to the consolidation of specific competencies.

Assuming that each person is able to develop his or her own abilities, to govern his or her own learning, to participate to the process of changes and to take advantage of the education opportunities which better the quality of life, the Permanent Territorial Centres (CTP) aim to supply an answer to the adult educational needs in the area in relation to education and training, paying particular attention to people from minority groups by:

  • locating specific formative operations
  • a continuous process of orientation and negotiation of the activities
  • flexibility in the distribution and dimension of the formative modules timetables
  • integration between pre-professional training and basic education

An important aspect of the CTP is also the opportunity to collaborate and integrate the actions of the different subjects present across the territory, allowing the establishment of flexible models of action to answer to the formative needs of the citizens.
All of this seems to agree with what is stated by the European Community which singles out the offering of tools to participate in identifying the needs and the development, the promotion of social integration, equal opportunities and rights for all people, as the elements to promote the local community.
